Special Projects
I tag the Soviets to see what they are constructing , and i saw they have 44 factories ,,Reserved for constructions" .
What are these special projects exactly , and how to see what are those factories for ??? They are not from decisions , they are something else .

the soviets build factories with the help of market orders, this is normal and better for them, by 41 they will have 400 factories+
