Hi,

I just installed this mod. I've seen my brother playing it for some time.
I started out as Egypt and say I had a lot of culture penalties. Noticing my main culture was Hellenic and the majority was Egyptian, I read about the dual culture mechanic, but with Alexandria having 40% Hellenic and 60% Egyptian and still having -9 culture penalties (others having more like -19 for having 0% Hellenic), I'm coming to an conslution that the dual culture mechanic isnt working.

Is there any way to make it work? Or is this a known issue?
