World states are permanent and tied across all characters as a result of Starbound's engine jank, similar to how vanilla characters will appear in The Outpost even if you're on a new character if previous characters have completed their missions. GIC is heavily reliant on world states for keeping track of narrative progression and other important functions.
You will need to delete your universe.dat file from your /starbound/storage/universe/- folder in order to reset world states. Mind that this will also delete your bookmarks across ALL characters but there is no way to only delete one or the other.
