Just to confirm, you did specify 'Terraria:GrayBrick' in the whitelist, rather than something like 'Gray Brick', 'Terraria:Gray Brick' or something like that, right? A reminder that the whitelists refer to the internal IDs of blocks and walls, rather than their normal in-game names, and this IS important to functionality of the mod's whitelists.
Additionally, Walls use their own independent list of IDs.

Having made sure that I set the Blockswap whitelist correctly, I can personally confirm that Gray Bricks do vein swap correctly, so I'd chance a guess that either the whitelist target isn't properly set, your version of the mod is outdated, or tModLoader did a funny and corrupted the install and you'll have to uninstall and reinstall it.
It's also worth pointing out that you may have inadvertently whitelisted Gray Bricks under Player Settings - Block (Dictates which blocks can be vein mined) rather than Player Settings - Blockswap (Dictates which placed blocks can replace other blocks when placed.). I realize it's a bit silly to point out what should be the obvious, but I'm just trying to cover the bases here.
If those aren't the cause, then check your mod version under the Manage Mods submenu from the main menu, and make sure you're using version 0.6.9.
If all of those are true, you do have Allow Blockswap Excavations enabled, Gray Bricks are whitelisted under Blockswap, and you're on the latest version, then tModLoader probably did some funny business, and you'll need to reinstall the mod.
