Sometimes destroyed mechs can't be repaired (repair orders can't be started)

If the option of repairable destroyed components of mechs is on, sometimes 'red' mechs are not repairable. Don't understand the exact steps to reproduce. I use spacebar or manually tap the wrench icons, it doesn't matter.
