I started a campaign as Egypt; not Ptolemaic Egypt, but the rebellion Egypt. Made it as far as controlling all of Egypt and moving on Jerusalem. I have Alexandria with the highest rated port and the recruitment level three there. Despite this, I can not recruit any naval units. Nor can I recruit any naval units at any of my other ports. When Ptolemaic Egypt first blockaded me, I had an income of 18k, after they blockaded just Alexandria, I made 3k. Been difficult to get as far as I have without being able to defend my ports. Am I missing something or is this an overlook/bug?
