Of course this only matters for 3.9.
With 4.0 the file structure was changed and the mod manager isn't adjusted yet - and many of it's features aren't that important anymore since AoE has an ingame mod manager now.
It doesn't require any external download anymore.
Additional functionalities will be added in the coming weeks.
already found it, for anyone wondering, there is an icon on the homescreen of AOE2, dont use the workshop function in the initial boot window
