Tech Hunters Are Now Super Weak?

I've gotten reactive world, but the tech hunters become super duper weak. Is this intended? Is there some way to become stronger? The wanderer kind and the mercenary kind are like level 1s across the board almost. Is there a way to make them stronger? I looked up on Google with no real results.

i have had this problem to. but i did not have reactive world. and from what i know this mod mostly just changes world states. so i think that it is one of the other mods you might have.
