I'll see what I can do for Arnors colour
After playing the mod for quite a bit, it feels like it strangely fit Hoi4. I think perhaps it is because Hoi4 is in itself quite “theme-parky”, and the LOTR universe fit that kind of game style.
Some things I have to suggest are:
Lotr themed :
Research
Unit names
Building Icons
GUI (like buttons, event windows, research icons and many many more)
Even graphics if a modelist can be found
Medieval Era Resources instead of Vanilla:
Wood
Copper
Iron
Medieval Oil
Gold
Leather
Mithril (if it can be mined in Tolkien's universe I haven;t searched that)

plz dont make historical populations. Stick with high numbers = more fight = more fun :)
