Report a translation problem
It looks like the stat improvement screen is using right alignment if a soldier's name includes "right" in it. This particular troop's last name is Wright.

Ha, it turns out the alignment is dynamic. I changed his last name and it corrected itself on the spot.

Thats an problem with the underlying tag parser in flash. Best fix is not to use "right" in your soldiers name :P
The bug itself is not game-breaking in that it stops the game from loading or crashes the game outright, but it is kinda disconcerting seeing this one soldier have perks that do not then apply. You can re-create the bug with debug console commands. Pick a test subject and give them enough AP to purchase more than 21 passive abilities and then pick some more. Send them on a mission and the bottom most perks will start to not apply. Or at least that has been my experience. I was able to recreate the issue by purchasing most of the abilities on the default Assault, Infantry, Sentinel, Sniper and Spotter perks before I noticed that the Scout perks, despite having them, were not applying.

No conflicts came up in the AML, but I'll just leave Narrative Control out of my load order now.
Uploaded a hotfix patch that should fix the issue.
i can't take the soldier when all abilities
This could be fixed in two ways, either make the overwatch apply at the end of the turn rather in the moment the soldier fires so any bonus actions wont be squandered, or restrict some perk combos when picking this perk.
Every soldier reinforcement come in completely unusable, clicking on the soldier looks like this

Althought trying to move the guy just makes me switch soldiers. Incidentally all 3 guys have stuff from pluggins, so not sure if it's a RPGO problem or not
