(Just to be clear - it annoys me, too. You're just complaining at the wrong people.)
Truly, with the mind-boggling number of hours I have in this game and mod, you're right, haven't noticed.
The documents for the mod describe how difficulty levels are to affect player, with I believe no change to AI from level to level. The AI still gets its vanilla background income, which the player does as well. And the AI doesn't have supply line issues, nor hero maintenance, which is vanilla (hard-coded? Don't know).
There is an Easy Submod. I like it for the early game. And I never snowball late game, but perhaps I suck.
For me its always the opposite, early game seems brutally difficult and extremely unfair - breaking any immersion. Its especially bad as very traditional factions but if I manage to survive that the steamroll starts literally xD
To me it feels unplayable cause jeez why do I bother having a high elf army if not just skaven can outnumber me 3:1 (thats fine) but also dark elves who are similar in quality x.x
I also feel like some units and changes from SFO are kinda unbalanced from my playthrough but I'm not sure how to describe it well.

Playing on higher than hard literally asks for unfair AI :D They dont get better beyond normal, their bonuses just get higher.
But thanks for the recommendation I'll give it a try, its not like I need that much of a big boost either.
Edit: That mod looks really extreme, 100% additional tax rate would already be on par with the AI more or less
Also I really appreciate your response, do you know if it is any different in WH3?
