Kaiserreich Submod - Camerlengo

Description
This is a small cosmetic mod that replaces the College of Cardinals with Eugenio Cardinal Pacelli during the Papal State's interregnum.

Eugenio Cardinal Pacelli was the Camerlengo in 1936 in our timeline, and probably still was in Kaiserreich's. Camerlengos served as acting sovereign until a new Pope could be selected (This was changed in 1997 in our timeline), so it seems appropriate to have Eugenio as head of state, even if it's only for a little while. Eugenio is one of the candidates for Pope, and can become Pope Pius XII. This happened in real life.
