Replaced the dead Pius XI with Eugenio Cardinal Pacelli as leader of AuthDem, SocLib, etc. this was actually a bug in Vanilla.

- Description for Cardinal Eugenio Pacelli: "Eugenio Cardinal Pacelli is the titular Archbishop of Sardis. He was papal nuncio to Bavaria from 1917 to 1925, and then nuncio to the German Empire from 1925 to 1930. In 1930 he returned to Rome where Pius XI appointed him Cardinal Secretary of State and in 1935 he was named Camerlengo. He is renowned for his piety, but has a strong authoritarian streak that is matched only by his desire to protect the people."
