Is the dev waiting for 4.2 to be out and patched?
I do the decision but then the enigmatic capital appears as an additional building instead of replacing the original. Then the next month the game recognises that there is two capital buildings and removes the enigmatic one leaving me with an non-upgraded one.
This also happens when I have the upgrade to my colonisers to build one upon colonisation, it creates the second capital in the second slot and then removes it.
Currently only tried with machine empires, but I've done it a few times to try and get it working but it keeps happening.
