Do tell me about it tho but don't have it stop you from using it while it's "outdated".
TGW mod doesn't follow this rule so either they don't know about it or they don't want you to combine the mods.
They need to remove THIS [github.com] line (line 203) in their defines file which is the default value anyway.
It's a great idea especially in big mods like theirs to only write "code/data/script" for the values you want to change and let the game take the other data from its original files.
This makes your mod easy to read, change and maintain with a game that still receives updates and new content. It also prevents compatability issues like this from occuring and makes them easier to fix.
tl;dr
Problem is not with this mod, it's with theirs.
Fixed it! Might have to drag em to the top of list using manage mods button so you can enable em.
Not home for the weekend and don't have it installed on the laptop to remove the warning.
Within 48 hours
For UK only England, Wales, Scotland and Northern Ireland are cores and will give 100% everything else is pretty much an occupation and will only provide 2%. This mod changes this.

I have just checked and it still works as intended, you can check it yourself by starting a game as France and seeing if your non core manpower pool is also at 2.2% (same as your core manpower pool)
If anyone wants to take over this job I can add you as a creator or you can just re-upload it with the change.
I'm saying this because starting the first of this very month I have almost no free time left in my life for about 4 years or more and looking after mods is not really how I want to spend this litlle bit of time I have left.
No changes had to be made, you can check if it works for yourself by starting up as France 1936 and hovering over the manpower pool. If both say something like I believe it's 2.2% then you are good to go. The digit doesn't matter, they just have to be the same for both core and non core (non core may have additional 0's after the dot or be like 999999999 but it's still fine).

Perhaps another mod is causing a conflict.
Some modders make a copy of the file that contains the single line changed by this mod and then change the lines they want to tweak and leave the others at their vanilla values while they are supposed to not include all the lines they don't want to tweak in their modded file.
Any help would be appreciated, really love the mod!

If both say something like I believe it's 2.2% then you are good to go. Your manpower should be like 1.87 mil or something... over 1 mil, unmodded would give France 1936 like 267k or something.

No this is will not allow you to earn achievements. It significantly changes the balance in europe by giving France and UK a significant boost in manpower from all their colonies, especially France.
Biggest version I could find [1.bp.blogspot.com] Incase you want to take your shot at inspecting uniforms a bit better.
Let me just comfort everyone here.
The reason I made this mod was because all other alternatives I found at the time copied the entire base file which covers a ton of things if not most of the things from manpower numbers to production numbers and nuke damage and so forth and so forth.
This annoyed me because if every mod does this then how would the game know what values to use if all mods are saying "hey use this one, no use this one".
Not to mention the headache if paradox decides to tweak one of these values.
What I did is create a new blank file with only the single line (value) I want to change which is the manpower for non core population.
This means that unless paradox decides to change the name/id/tag of this value it does not need updating unless you really wanna get rid of the red !, which I personally do wanna get rid off lol.
tl;dr: No changes made only changed a 0 into a 1 to get rid of red !.
