In my country, some farmer's shed on top of mountains next to grass fields for cows they use for festivities is equipped better than the avg Russian home. It's a problem across many games in that many Russians were highly active in various community efforts / mods and many were both conscript age and, even if not, many organizations (including Valve) shut them off their platforms. Could be the guy is alive and kicking but simply can log into steam to update. Who knows. Is annoying though as lot of great modders were Russian.

Even more annoyingly is some were kicked of Steam completely or just took their mods and went home (i.e. even the files are gone) while others, like this one and most made by fluffy, never even got taken over unlike many other orphaned mods.
