As far as I am aware, no. This just unlocks customization at rank 1,
but apparently in War of the Chosen this ability you already have.

It does: "Do keep in mind that with this mod active it changes the mission where the Avenger crashes, it will allow any random character to come out as opposed to only allowing veteran (leveled up) characters."

It is a vanilla character face, it is "Face C" from "Race 3" (with a light skin color).

Is that one of the vanilla character faces in the pic, or a new one? If new, can you tell me where you got it from?

Just so you guys and girls know (who are complaining this mod doesn't work), you can get the same result by editing the .ini file.

For Legacy (standard XCOM2):
Steam\steamapps\common\XCOM 2\XComGame\Config\DefaultGameData.ini

For WOTC:
Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Config\DefaultGameData.ini

THEN:
Find "veteranSoldierRank" which has a =3 behind it. Just change this to =0 and save.. That's it, you are done..

Now when you play / start new game, you have all fashion stuff unlocked from the start.

Guys saying it doesent work and then info comes that they using wotc expansion, dont say mods dont work if u are using wrong version of game, is the first thing u check before complaining.

Sadly, this doesn't work with WOTC, Everytime I play with it enabled it crashes my game as soon as it starts.

So this currently doesn't work? Any way to make it work?

@ZipUn It used to, then they went and updated the launcher. Twice. And both times it no longer worked with WotC.
Will likely need the AML to work with WotC now.

Thankfully with WotC it's only really needed for nicknames and the helms normally only unlocked with the higher tier armors.

You seem to misunderstand what this mod actually does. In the vanilla game you have to rank up your soldiers before the customisation menu gets unlocked. This mod just unlocks the customisation menu at rookie rank, this mod itself doesn't add any customisation options.
To be able to freely apply any customisation looks you need a mod called "Unlimited Customisation"

Also the three Alien Ruler armours are full body suits applied to the chest, they don't have separate arms and legs. So to apply them as customisation options you will need a mod that can make arms and legs invisible.

I don´t know if somone already asked this, but can I customize a solider with a alien ruler armor? Like change the viper armor´s chest to the berserker chest, or any other clothing, even mods, for example?

So, because my computing skills at the time of typing are about on par with whoever made the new Xcom2 launcher to fix it on my end (I am working on it, but right this moment this option is easier) is there any chance of getting a WotC only version of this mod that would work with the new launcher?

I just completed a WOTC campaign with 104 mods including this one. It all went well.

on WOTC launcher it seems "not found" and not working

XComGameData.ini: VeteranSoldierRank=0 should do the same.

It worked with my WotC with Tactical Legacy Pack.

Would it be possible to make it so that characters are still customizable with unique armors, like the Viper Ruler armor? I wanted to equip that armor to a specific character and then edit them back to normal because the character I wanted to give it to was modded in and has a unique body shape and head, which the Viper Ruler armor kind of breaks, but all the edit features get greyed out when you equip it. I think some of them even disappear altogether, like the arm and shoulder slots. Although those may just be from another mod that also doesn't take the Ruler armors into account. I can't even remember what base game is supposed to look like anymore.
