1. Reduce the quality of flats to 89% for residential buildings. Everything with 90%+ flat quality get locked behind the "High Living Standards" when you play with research.
2. Increase the $COST_RESOURCE workers.
In vanilla residential buildings, the time is close to the formula:
workhours = (quantity of inhabitants * 10)
I've set the following values in "QL's Row House Friedrich" (90 inhabitants) as an example:
$COST_RESOURCE workers 200 - groundworks
$COST_RESOURCE workers 250 - 1st brick phase
$COST_RESOURCE workers 250 - 2nd brick phase
$COST_RESOURCE workers 700 - 3rd brick phase (500-900 range, depending on building population size)
Total workhours = 200 + 250 + 250 + 700 = 1400
3. Change the total construction material limits on concrete, steel and brick:
bricks - max 100 tons total for a building
steel - max 20 tons
concrete - max 30 tons (mod has no use for concrete)
