About the tribe limit I cant say for sure, you would need to test it by yourself. Best way to disable the shield on some certain maps is just to disable the mod itself.
Sry, I can't reproduce this with my server. To be on the safe side, make sure that you have a Tribe and that there really aren't any duplicate Safebases hidden around somewhere. also make sure that your build limit isn't exhausted and note that the Safebase item must also be a certain distance away from another base. hope that helps.

This will set a minimum opacity of 0.50%, which is usually a good value. The advantage is that you do not have to change the value in the frontend menu.
The ingame setting is a bit buggy and can sometimes cause the client to crash. I know, but I could not fix it.

Currently, I can't implement a higher magnification or an "auto increase" feature like in the S+ version. I'm lacking the necessary knowledge at the moment, and primarily the time to delve into it. The mod is open-source, so if anyone wants to contribute an update with more features, I'd be happy to take a look!
As of now, the mod is what it is. If a future ARK update creates a major issue, I would certainly invest the time to fix it, as my own small cluster (www.bukanier.org) also relies on it.
I'm aware that the user interface is currently very poor. That's why I recommend setting it up via the configuration file and setting the desired size as the default. This way, you can go directly to the maximum size with just one click. However, if you want the luxury of having multiple sizes, it will become cumbersome, sorry.
1. Areal damage
I would not recommend placing animals directly on the edge of the shield. I was told that especially with mods where the animals do oversized damage, it can also hit animals at the shield edge. In addition, a few Turrerts are always recommended inside the shield.
2. User interface opacity
The GUI is indeed to set the opacity is unattractive and difficult to use. In any case I would recommend to integerate the settings published under disscussions in the GUS. A crash I had some time ago also, but since the last patches I could not reproduced this anymore (even not as an admin user).

just create on the buttom of your GameUserSettings.ini something like this (this will allow a double sized safebase shield, compared to the normal tek shield)

you do not need to unlock any tek engram.. the default is, that this engram is available with level 0. you just have to learn the engram (unter engrams; may search for safebase) and then you can craft one safebase shield (it needs a bit wood, thatch, sparkpowder, paste, etcetera).
*** be aware it looks the same as a forcefield, but the name starts with safebase ***

Is there away for this to be auto-unlocked so we don't require the tek for it?
1) do you maybe have placed more then in your config are allowed? (e.g first allow 2 shields, placed 2 shields and then revert the config to only one shield)
2) your shield is nearly invisible, you may set the min/max opacity to highter value, like:
