You haven't to make a mod, that only chance the no-sleeping-penalty.
- The way speeding fines works is hardcoded and the logic cannot be changed, sadly.
- Same goes for red lights
- If you mean penalty for not sleeping, it can be done. In a way - you can make the check timer to be 90 seconds (half an hour ingame time) and then set the fine chance to 100%.
