Anyway, I'd recommend modding for AS2.

On the otherhand have you by any chance tried the game Men of War Assault Squad 2. There is a "Seige of Leningrad," map that features the Axis volunteer Division Azul. Just wondered if you tried the game yet.
When I said there are no Spanish in the game I was not lamenting the inclusion of a whole faction but rather some nationality choices within certain German commanders, as the Brits have, but for those nationalities that fought for the Axis.

To play as one of the 3 major Spanish divisions that participated you can:
With USA with Skin and stickers of the Leclrec division with a focus on simple troops and light vehicles such as semi-tracks and Stuart
With Wermacht somewhat similar, Skins of the Blue Division. Infantry, half tracks and artillery support.
With Soviet union focusing on partisans and militia.
