Yes it is. You can decrease research thing but not time of doing focus for player only.

If you want to have fun with settings open folder of mod (or achive) go to common\defines open file 00_defines.lua, then find
BASE_YEAR_AHEAD_PENALTY_FACTOR = 2,
BASE_TECH_COST = 100,
or
FOCUS_POINT_DAYS = 7,

All mods that changes 00_defines.lua are not compatibile. But creating version for all more popular mods is pretty easy. If you want one, tell me. I already uploaded Vanilla version.
