OK, seriously, now I think I've finally banished the generic MIOs from the CSA.

--Fixed a bug where a generic MIO showed up for the CSA and its satellites.
--Adjusted the CSA carrier fighter progression, so now the Sea Gladiator matches the pre-war airframe it's assigned in the game. Taking its place in the basic slot is...the Blackburn Skua (Hey, it *could* have been the Roc!).

DV is now NCNS / V 1.17.1 compatible.

--CSA can now access more UK MIOs (so long as they remain allied or semi-allied).
--CSA tanks, planes, and ships now start the game with an associated MIO.

--Fixed issues with foreign MIOs in the CSA
--Gave the USA a Naval HQ in Philadelphia to make good on "losing" the one in Virginia.
--Modded the Scientist Refuge decisions for the greater technological impact and greater prejudice in the CSA.

--Fixed the USA Presidential Election Events
--Added a 1948 US Presidential Election Event: Dewey Defeats Truman (probably) for real in this timeline!
--Fixed a broken branch on the US focus tree.
--Corrected the US "States" and "Cities" ship name lists by removing all the CSA and nonexistent (in this timeline) places.
