FINALLY found the data I needed on pre-war US National Guard manpower! So I revamped the CSA mobilize militia decision in accordance with actual historical numbers.

--The CSA now begin the game with one reasonably trained- and -equipped militia unit per state, befitting a country built on states' rights and oppressing a sizable portion of its population.

--The CSA's emergency militia mobilization decision now yields many more militia units, but they are basically untrained and poorly equipped. That's what happens when you're in a hurry.

--Changed the leader traits of several CSA presidential candidates.

--Tweaked the build for the CSA's coastal defense ship class.
