added scripted trigger for planetary shield compatibility

fixes for Neochadanus's starting animation

Orila portrait - ruler now uses animated interface of the hologram version

localisation fix in orila event chain and giant tanks

gotten rid of a few errorlog antries

- fixed a few anomaly spawn chances

- added synthetic trait to Chap'Lin to reflect him being an ai hologram - if this ends up too strong in combination with the legendary trait we will have to make adjustments

Vazuran Menace
- fixed unemployment issue on vazuran precursor habitat
- defense armies will be present again
- reduced population by ~50% to reduce the extreme profit barbaric despoilers or empires with nihilistic aquisition can make from that colony compared to other empires.

Chap'Lin Paragon Leader
- fixed his homeworld to be Harilla instead of the player's capital
- changed his previous occupation to "Archivist"
- set his ethic to pacifist

Neochadanus Paragon Leader
- fixed him not getting correctly put as the player empire's ruler

- there are still other known issues with the storyline in which he gets his own country that have yet to be adressed.
