fixed a bug where the KRTX doctrine wasn´t available
deleted a file which stopped the ACW from starting

Helicopter Patch: Readded the Scout Helicopter Company, it´s now a better version of the vanilla Helicopter Company, changed how the KRTX Transport Helis work, they can now be used for the Transport Heli Support Company and the Medic Heli Support Company. This should make overall more useful.

fixed a dependency bug that caused a crash
fixed some years in infantry tab being inaccurate
fixed a technology being inaccessible due to a missing special project
added a technology (Fire Control 6) since it was missing
