The previous change made buildings occasionally get stuck and never finish. I changed things to preserve the intent of the previous change (prevent wasting money on buildings that are not getting built)

Modified start events to prevent it wasting money in situations where it failed to add the appropriate building in the selection event.

Also modified the scoping for trade posts. They are still broken; for whatever reason, it seems like add_building does not want to work for trade posts, they are also difficult to scope to. I will continue to investigate it; for now republics are semi functional (it does not build for trade posts or the family palace, but should build for the rest of the republics holdings fine.)

Quick fix for Pagans; wasn't decrementing (or refunding) prestige properly. Should be working now. The issue with trade posts is still not resolved.

Found an issue with the vassal baron / county baron options that prevented them from working properly. Updated to fix that.
