Sisterhood/Witch update:

Playable Sisterhood, got rid of Ominous Legion annexing you without response.

Slime Mitosis fixes, should be more consistent now.

More potions - Experience bottles, night vision, and water breathing.

Slime (SOS) divisions now duplicate after death, much like slimes do.

Addressed formatting errors in the flavor localisation file.

Drowned (DWI) decisions to sink factories and core the island south of them, getting access to more sunken factory slots.

Nether Player decisions to recruit survivors from destroyed nations.

Drowned (DWI) & Nether Player (CRA, CRB, CRC, SPC) now get a unique political advisor each. Drowned get treasure hunter, Nether Players get explorers.

Half completed work on decisions for Drowned & Nether Player decisions.

Northern Pirate (NPI) decisions to declare independence and core Dawson

Northern Pirate Spirit to make ships harder to build but cheaper to fix/upgrade.

Slime (SOS) spirit for manpower growth in core states, but reduced non core manpower, core on the rest of their swamp.

Replaced HoM's uses of local_non_core_manpower with non_core_manpower where it is used on country scope rather than state scope.
