Drowned (DWI) decisions to sink factories and core the island south of them, getting access to more sunken factory slots.

Nether Player decisions to recruit survivors from destroyed nations.

Drowned (DWI) & Nether Player (CRA, CRB, CRC, SPC) now get a unique political advisor each. Drowned get treasure hunter, Nether Players get explorers.

Northern Pirate (NPI) decisions to declare independence and core Dawson

Northern Pirate Spirit to make ships harder to build but cheaper to fix/upgrade.

Slime (SOS) spirit for manpower growth in core states, but reduced non core manpower, core on the rest of their swamp.
