-Forgot the recipe for Plasma Pistol Tanks

-Fixed damage resistance values actually increasing damage taken
-Fixed oxygen tanks auto-injecting
-Plasma Pistols now use a new ammo type (related to the oxygen tank fix)
-Hurdy-Gurdy should be a little quieter
-Fixed cannister shells being held incorrectly
-Removed the "Affiliation" talent requirement for new faction items. They should now just show up in stores (hopefully)
-Nerfed many talents granting physical resistance (it got a bit too extreme)
-Nerfed many talents that granted skill bonuses (it made it harder to get regular skill points)
-Nerfed and buffed a few various talent values
-Changed the movespeed on the MEDS
-Fixed the clown-o-vision removing sanity
-Fixed Fanatic improperly giving damage bonuses to all weapons.
-Added Turkish and Simplified Chinese localization
