Update 1.6

- Implemented most of Shavius' sugegstions for improved compatibility
- Removed the naval cap thing since it messes with the AI too much (you can still dwonlaod it here : https://steamcommunity.com/sharedfiles/filedetails/?id=3169002855
)
- Now you need to control at leats 12 divisions to gain xp for the skilled staffer trait
