Naval Command Limit

Description
A mod that adds a Fleet Cap Command Limit like what Stellaris has.

Originally code created by Horstorical Dev Thrasymachus for the Horst mod, and then spun into its own thing for those who want it in Vanilla or are looking for the code split out for implementing in their own mod / merge with other mods.

This should be compatible with almost every mod, worst case scenario is that you don't get the Fleet Cap Warning in the top right.


For those who want to mod this, the values for the Command Limit are in naval_cap_on_actions.txt, and the penalty is near the bottom of naval_scripted_effects.txt

Great mod but it seems like somethings cause desyncs, maybe its some gfx? Idk but anyway still great mod, since nobody before bothered to take the TFB/HORST Naval command limit and make it into a seperate mod. I love everything about it!!

@Toastits 5% for the first 1%, +3% per additional Command limit you are over the cap.

I set this out from TFB code which was originaly 5% for the first 1 over, than 1% for each over, but it was using a much bigger cap.

So if you are 10 command limit over, It should be 5+(9*3)=32% reduction

Is it five percent per point over, or just five percent? If it's just five percent that means absolutely nothing and there's no reason to follow it. This seems like a great way to nerf submarine doomstacks, but that really requires it to actually have teeth in the first place.

Very interesting! Could be an cool way of forcing yourself to use Admirals that you would not otherwise use...
