quick hotfix for new hotmod patch. i will fix localisations tomorrow

Added volumes for Object 187, T-90A and Object 640 and fixed ERA and smokelaunchers on the tanks and enabled the new damage model on those tanks

Fixed the code for the fire extinguishers and the logic for tank fuel tanks catching fire and burning up the tank.

Adjusted the Soviet and American nuclear artilleryshells, making the soviet 152mm more powerful and 203mm weaker and making american 203mm more powerful than the soviet 203mm
