Updating to most current version of the game.

Added in some code to force Arroyo to load the generic settler focus tree. While I'm not happy about having to do that, it is a temporary fix to the diplomatic screen and annexation crashes caused by the Arroyo tree. Once I lock down and identify the cause I will fix it there but for now this will be used to make the mod playable and not have a CTD midway through.

To the dev who created the Arroyo tree I apologize

Changed coding to fix the consumer goods being only at 10% and should now act like it used to.

Removed Vertibird Gunship from the start to address Balance Issues. You will get them later.
Nevada get's them at the end of their Air Tree
Purist Get them at the end of their little Air Tree
USA Gets the unlock tech some time after restoring the Underground.

Likewise, Carrier Vertibird Gunship tech has been moved because it becomes a stand in for the Vertibird. Carrier Vertibird now has increased Naval Attack, and greatly reduced ground attack.
USA will get it after unlocking the Vertibird on the tech Tree
Purists will get it at the same time they get their Carrier

Turns out, the "Reform" focus used a differnt code than literally EVERY OTHER focus, and that my pre-staging for Granite's name actually locked the path off.

every other focus is coded similar to this:

Added “The Major” commander after the Divide Events
If Lynette faces enough kickback from the executive branch, she is removed from power, setting the stage for future events
added 914mm, the pre war buildings, and the new peacekeepers occupation law to the Purists

Replaced the Pre-War factories with Composite Factory and Multi-Resource Production buildings so they will actually be useful.
Changed Localization for Granite and Anderson to just be their last names due to future planned localization overhaul.
