Turns out, the "Reform" focus used a differnt code than literally EVERY OTHER focus, and that my pre-staging for Granite's name actually locked the path off.

every other focus is coded similar to this:

If Lynette faces enough kickback from the executive branch, she is removed from power, setting the stage for future events
added 914mm, the pre war buildings, and the new peacekeepers occupation law to the Purists

Replaced the Pre-War factories with Composite Factory and Multi-Resource Production buildings so they will actually be useful.
Changed Localization for Granite and Anderson to just be their last names due to future planned localization overhaul.
