Patch for GEACPS Plus 0.3.2

- Fixed the missing "-" in the "Dai-Nippon Teikoku" name
- Replaced Transfer Ordos and Jiuquan decisions with new decisions to either give the territories to Mengkukuo, RGOC or Shaanxi/Seihoku Homengun respectively
- Added Chinese integration decisions for the states mentioned above

Bugfix for GEACPS+ 0.3.1

- Added 2 new customization options
- 1. Naval Ensign
- 2. Royal flag

- Also included options for Japanese names for all customizations including the default flag (Dai Nippon Teikoku)

- Fixed Bukhara not becoming a puppet
