Updated AI nodes for Naja scamper so as not to conflict with "Sniper Defense Fix" mod which uses some of the same tree names.

Added a new (config editable) ability for the advent sentries which reduces their overwatch aim penalties, as a more subtle replacement for cool under pressure, which provides a flat aim bonus and chance to crit.

Felt like by removing CUP, I had nerfed the units a little too hard.

The new OW penalties are now 0.8 (M1), 0.85 (M2) and 0.9 (M3) instead of the base game's 0.7.

Using commander difficulty as an example:

M1 Aim = 70 Std Reaction Fire Aim = 49 New Reaction Fire Aim = 56
M2 Aim = 75 Std Reaction Fire Aim = 53 New Reaction Fire Aim = 64
M3 Aim = 80 Std Reaction Fire Aim = 56 New Reaction Fire Aim = 72

Fixed Vanguard CCS Trigger, removed a couple of invalid localization tags that were causing redscreens on launch.

Changed template master configs to only require ghost templates as prereq. and not the advent arsenal vanilla balance mod.

1. Excluded civilians from Vanguard Close-Combat-Specialist ability
2. Replace Shadowstep with Lightning Reflexes on Sidewinders & Advent Scouts. Removed it from Advent Commandos.
3. Removed Tactical Sense from All Units
4. Adjusted all sentries (Removed cool under pressure perk and corrected some bugs with the guardian/sentinel abilities (M2 Sentry gets now a 50% chance of 1xadditional OW shot if the first hits, M3 gets 100% chance of 1xadditional OW shot if the first hits).
5. Reduced M3 Naja crit chance from 20 to 15
6. Removed non-flanking crit chance from sidewinders but increased flanking crit chance to 60%. Added +1 crit damage to M2 sidewinder. Removed Hunter's Instinct (+3 crit chance) from M3 Sidewinder & added +2 crit damage instead to smooth out progression
7. Added Biggest Booms to M2 Grenadier
8. Adjusted Localization for all 3-level Advent Troopers to use "Normal, Advanced, Elite" prefixes for consistency with base-game
9. Added suppression to Advent Sergeants
10. Removed Bring Em On from Shock Troop
11. Added a knockback effect to rocketeer rockets
12. Updated all INT localizations to use the ability tag expand handlers so variables which have been adjusted by config will be read into the localizations (I've not yet done this in the other languages)
13. Adjusted unit spawn weights to smooth out force level progression and improve vanilla balance. There is now a small chance acrossthe board of obatining pods containing lower force-level aliens (e.g. Some M1 followers appearing at mid-force levels (7-13) and some M2 followers appearing at high force levels (14-20)).

Fixed a bug with the sentry that would apply the 'ready for anything' ability / flyover multiple times & allowed the covering fire bonus to apply to it properly.
