version fix

Made the mod work with the new patch, shouldn't break anything.
It'll work with any new patches, but the next major update will outdate it.

Bit of a balance pass
Decreased energy costs across the board, especially low rarities
The scrap repair system now is no longer based on missing HP, instead based on max HP. Repair rate was reduced to comphensate, but it should be an buff in most situations

Updated the version number cause I forgot to update it

-Tweaked the prices, a legendary Cargobreaker no longer is worth 140 million credits
-Changed the Wrecker's description to be more accurate
