Item Tag craziness. Marking items with cultures where I can and where it makes sense. Removing Lootable tags from some items. Marking some as dev only

Added the classic Scorpion size Catapult.

Reduction of armour bypass feature of catapulta bolts.
Virtruviusing the measurements of the catapulta in preparation for rescaling to different sizes. Reducing mass of the bolt/dart, as I got some approx masses.
