Modifies the auto calibration circuit so you can safely add fuel rods and adds resistance to start of round problems.

Rearranged the circuit to use fewer components and adds a zeroconfig circuit so it is no longer necessary to set the ReactorMax / 100.

Added explanatory Item Assemblies for both versions of the design.
