fixed wrong civic locks for all gestalt civics

fixed the AI ascension event, so it should no longer be able to fire multiple times

added notes on automation uplinks to say what they really do

Fixed an issue unlocking battlecruisers and escorts early, because i had forgotten to remove the placeholder tech requirement lmao

DOA 2.0

-Completely rewritten the entire mod
-Added new civics
-added new wargoal
-added new automated industries
-added automation uplink, required for other industries
-added better shipset
-added new ship types
-added new techs for every ship
-added rewards for ascension tiers if you already own the stuff they would give you
-added new dark matter quest events
-Reworked the entire ascension into the "situations" system
-Reworked FE spying to the "situations" system
-removed mentions of a specific mod that didn't like this one

Notes:

All automated industries have high energy upkeep, the singularity buildings exists for the sole purpose of paying upkeep
every new tier of automated industries will be twice as efficient for 1,5 the upkeep
