DISTRESSING CONSTRUCTIONS

NEW FEATURES
- Beacon Construction missions
- Bring supplies to beacons to build them!
- Buy supplies at outposts or craft them

- Distress missions
- Distress Beacons will spawn on the campaign map
- They will disapear after a few levels
- Get to them quick!
- Distress missions offer a random, hidden mission

CHANGES
- Updated some of the pirate outposts
- Gave more pirates default skills
- Clamped max pirate spawns to how many diving suits they have

Hopefully fixed issues with ruin level gen equality, happened due to me erroneously using the global Rand instead of the local rand instance.
