Update 1.1 - Here's a list of the changes :

- Planning was restored to 30% base value from 10%
- Maximum Dig in changed to 15 from 20
- Terrain attack & defence debuffs returned to vanilla values (not movement and air support, urban was unchanged)
- River crossing penalty changed to 2/3 of vanilla values from 1/2 (basically nerfed)
- Out of fuel speed changed to 40% from 70% (return to vanilla value)
- Rebalance efficiency cap. (vanilla total is 80% from technologies, dropped to 28%, some replaced with bombing protection, missing resource penalty)
- You get efficiency cap based on your current military budget, +10% for each level, 100% in total for Total War.
- Railway technologies after year 2000 will give +5% supply range for each researched
