Moved Refraction Field value fix to Template Master config

Ripped out SPARK stealth and Suppression fixes, will release later as new mods.

Added weapon tech breakthrough damage bonus display fix to config.

Empty ammo heavy weapon fix changed, will no longer need to list every heavy weapon separately.

Added some more abilities to be adjusted by source name.

Bug Out Evac moved to end of action bar.

Readded HailOfBullets in Squad Sight fix.

Added config for the new features.

Improved existing config, some things removed as unnecessary.

Lots of heavy weapons from mods added to reordering config.

FixBindExplosions has been removed, it is now RemoveEnvDamage and has a configurable list.

Added psioffense to Build Items Misc category as Cut Content Psionics wasn't doing it.

Localization moved over from the main mod.

* Added FreezingLash to ignore overwatch

* Removed burning and acid ignoring shields
