Fixed CTD when entering siege for settlements which are "above river". That visual glitch still remains, and needs fixing.
Update should be save compatible.

(eb_campaign_script) Fixed inactive events in backround script, means nonactive script functions (reforms and others) should work. When loading old save should pass one turn to activate script changes.
(descr_character and descr_model_strat) Fixed rebel diplomats.

Fixed unit recruiting, Freed Slave unit is no longer available. Should be save compatible.

Campaign descriptions fixed partly. Removed attribute "short_pike" for units. Removed rebel merchants. Should be save compatible, some changes require start of campaign.
