Some late game build changes, and pushed weapon rack upgrade to late game.
Commandos will be built more often as well for the British.

Pushed MG a little later, and mortars a little earlier since the A.I is only good at using mortars compared to MG or AT guns.

Will build 221 much earlier (and more at higher difficulties) if it has the correct doctrine.
Will build Jaeger Light Infantry earlier if it has one in the doctrine.

Artillery pieces will now target high value targets - Ambulance, Katyusha, Panzerwerfer, Walking Stuka.

Also optimized and simplified some functions, putting less burden on the processing cycles.
