TFB Air Rework 0.3

Added Aviation Fuel Techs that improve stats on fighter aircraft at the cost of fuel consumption.
Axis should struggle for fuel at the later techs, but can use Water Methanol to gain superiority for a while while nerfing their air defense.
Fighter Techs speed increments reduced from ~150 km/h to ~70 km/h to compensate

Doubled Cost of Planes across the board
Fuel Cost multiplier for ALL missions: 0.35 -> 0.7
Air Base Capacity p/lvl 200 -> 100
Carrier Deck Size p/ module 20 -> 15

South Africa cannot take over the colonies until ENG is at war, done to prevent games from unbalancing early on due to losing too many civs from US trade


Overall the rework should make the Middle East and Asia more important as the oil there will give the Axis the possibility of fielding more planes for longer.
If unable to do so they will be forced to run a burst superiority focused air war, or an interception focused one which consumes 80% less fuel than superiority, from 1941 onwards.
This may vary depending on how much they stockpiled before the war.
Balance is aimed at Axis struggling to go beyond Aviation Fuel 3 without a large stockpile or either Asia or Africa.

This rework is WIP and please notify of any broken balance aspects or changes that have not been made to reflect the amount of planes.
GFX still needs to be done for new techs.

When Germany does Italian Social Republic focus it will change Italy's name to Italian Social Republic and move capital to Milan (Focus description still says Kingdom of Italy, but it actually does work)
