removed timed spawns after testing reveals they are spawning at the start of missions even with the proper tags to prevent that.

enforced cooldown on the timed event cooldown, should prevent massive spawns of enemies in certain biomes in certain locations. Still have not experienced this but I presume it to be a stuck tick of some sort where the spawn keeps triggering on server.

several fixes and additions to the spawn lists, trying to pin down what is causing the mass spawning on some of these big creature blobs aka migrations nothing in the code seems to support it.

Update failed because BaRoTrauMa locked up.

Fixed endgame events not firing in Barotraumatic, looking at adding some stuff back to endgame like I had in 1.7 and 1.8 maybe soon?
