General Changes
* All RAAS and AAS layers have had their ticket counts reduced.
As observed in all playtests, the average game time after the ICO is implemented shot up dramatically.
It was already observed that HLP layers took a bit longer than vanilla due to organizational overhead without SquadLanes, I fear that game times will be way too long after 6.0. As a result, I am hopefully getting ahead of this by reducing ticket counts across the board
350 => 300
300 => 275
250 => 230
In this sweep, some layers have also had their totals re-assessed, such as Basrah RAAS v1 (was 300, now 230).
Some vehicle-heavy layers remained higher, as they probably ended too early as-it-was
* TC layers have also had their tickets reduced in some circumstances, many were way too high leading to excessively long games when kills are low

* HLP_Kohat_RAAS_v3 => Small RAAS layer, minimal randomness like Yehorivka_RAAS_v4 in vanilla. 1 Lane, max 3 points per cluster

ADF_PLA => ADF v PLA, light mechanized no ATGM vehicles

Due to issues with the 5.1 sdk, and being unable to "fix" these layers, they've had their factions changed or removed

* HLP_Manicouagan_RAAS_v1 is now using AAS v2 factions

Layer Changes
* Updated all _Short layers to have an experimental fog of war settings that reveals the first two flags
- due to a bug with how "setting knowledge" on flags works, you can see the line but not the flag itself
* Updated all _Short layers to have -100 tickets compared to their vanilla counterparts
* Updated precapped hexes in Harju TC v1 and v2, Black Coast TC v1
* Flag rebalancing on Manic RAAS v1, Black Coast RAAS v1, and Goose RAAS v1

Due to time constraints with an event this weekend, custom faction setups with VDV, PLANMC, and PLAAGF will need to wait for a later date.

* Replaced BMP-1s with BMP-2s in a lot of situations for IMF

* Removed a lot of layer faction variants for layers that are rarely played. If they get popular we can look at adding more in the future
