Hotfix to prevent double "building" announcement when making a new vehicle

-- Moved artillery pieces on Outpost seeding USvRU (v1) to be more symmetrical
-- Arranged artillery on Outpost (v2) along a path to main point of interest / town with oil derricks
-- Spawning on IFVs uses one of the vehicle's actual spawn points (instead of just behind the vehicle), as long as it's not overlapping anything. If all spawn points are blocked, you?ll spawn above the vehicle.
-- Added ?vehicle flipping? menu to CAS helicopters
-- Fixed bug where turret healthbars did not default to invisible
-- Fixed bug where, if the client was taking over Commander, the UI would not see any vehicles as passing the prereq check. The Vehicle/Helipad tab would show as enabled, but no vehicle buttons would show.

-Hotfix for bug where AT turret was firing at helicopters (again)
-Updated HQs to not have a concrete parking lot. Each map now has custom vehicle spawn points to make vehicles spawn on ground without launching.

-- Fixed bug where a re-captured artillery would not reset its countdown counter correctly
-- Completely rewrote and reorganized turret code and developed a turret shooting range map for much better debugging.
-- Fixed at least one specific bug where the turret would not shoot at a target (but had a clear shot)
-- Turret now looks at both its line of sight to its target and its line of sight to where it needs to shoot (to lead the shot) to determine if it needs to move on and find a new target.
-- Added smoke/fire damage effect to turret
-- Oil derrick construction/ammo deposit reduced from 20 to 15 (at full player counts).
-- Ammo deposit no longer boosted at lower player counts (used to scale from 25 down to 20).
-- Oil derrick construction deposit reduced. Oil derrick would start with 60 construction points per deposit at 1 player and scale down to 20. Oil derrick now starts at 50 construction points pers deposit at 1 player and scales down to 15.
